After thinking about this a bit more, it may not really be that momentous.
IIRC, there are about 600 COs in the US. There's what, 10 or 15 circuits per district? So there's maybe 40 or 50 DOs altogether, in the country with the biggest JW population.
There are almost certainly 40 or 50 (probably more) COs & DOs over 70, who will be forcibly retired.
So this could be just a manner to keep everyone "employed" without adding new bodies to the "payroll". Elimination of 40 or 50 jobs, out a population of, what - maybe 4000 or so, counting Bethelites, COs. special pioneers, etc.., is not that big a deal.
Plus, outside the US, there might be one DO for an entire country, or for several countries. Why not have a branch overseer take on a little extra work and cut out one layer of bureaucracy?
