The whole purpose of the Indian Act was to pacify the Indian population to allow uninterrupted white settlement of British North America. I understand that South Africa adopted this model to resettle their indigenous populations. We can see how well that turned out. Here's a recent judgement on the Indian Act, which covers a great deal of the history of how this all came about.
