    Congo rebels said guilty of cannibalism

    KINSHASA (Reuters) - Cannibalism, systematic rape, torture and kidnapping were used as weapons by rebels during recent fighting in remote areas of Congo inhabited by pygmies, the United Nations has said.

    "They cut out the hearts and other organs of their victims and forced families to eat them... One little girl was executed, cut into little pieces and then eaten," a U.N. spokeswoman said of the findings of an investigation into atrocities in northeastern Congo's jungles.

    "These armed groups are composed of freaks, and these freaks are out of control," Patricia Tome told Reuters in Kinshasa.

    She said fighters of the Ugandan-backed Movement for the Liberation of Congo (MLC) and two smaller factions were to blame for the atrocities in a war that left an estimated two million dead since 1998 in Africa's third biggest country.

    Investigators from the U.N. Mission in Congo (MONUC) were sent to the area around Beni near the Ugandan border after fighting which aid agencies say has uprooted about 155,000 people since mid-October.

    Fighting continued despite a December peace deal to end the war in the Democratic Republic of the Congo, but has now been ended by a local accord.

    "The mission of inquiry received witness testimonies which corroborated reports of looting and systematic rape as well as summary executions and kidnappings, used as weapons of war," Tome said.

    PYGMIES AMONG VICTIMS

    Among the victims were pygmies, believed to be the original inhabitants of the rainforests at the heart of Africa before being displaced by other ethnic groups. Tome said some had been forced to flee the forest for the first time ever.

    U.N. High Commissioner on Human Rights Sergio Vieira de Mello told Reuters during a visit to Kinshasa that it was important for the December peace accord that perpetrators of the atrocities in eastern Congo be brought to justice.

    "It may take some time, it may be before an international or national criminal jurisdiction, but justice is one of the pillars of durable peace," he said.

    "There is a culture of violence that exists because of the anarchy in this country."

    MLC leader Jean Pierre Bemba, who hopes to become one of Congo's vice-presidents when the December peace deal is implemented, said on Tuesday he had placed under house arrest officers responsible for the atrocities.

    The investigators interviewed 368 people, including witnesses and victims, who said the fighters described their campaign as "wiping the slate clean".

    "It was presented to the population as a vaccination operation, aiming to loot every house and rape every woman," Tome said.

    Does it matter?

    HECK YES it matters. One failing of US policy (see, I can criticize the government) is that we ignore those places where we have no economic interest. That doesn't mean we SHOULD NOT be involved in the places we are, but we should at least try to get other countries involved in the nonsense going on in other countries.

    It does matter......but Africa has so little significance to many Western eyes.....its not worth it generally speaking. Its not good if an ancient people like the pygmies get wiped.

    Hopefully something can be done.

    Matter? That little kid's life is just important as any one else's.

    Aide of all kinds has poured into africa since ww2. Did it do any good? Not sure, but a lot of it ended up in swiss bank accounts. The nature of the people should be considered. If people being helped can't help themselves, i think it's almost hopeless. With its abundant natural resources, africa could be as great a nation as the US. But the nature of the people keeps them at a level, for the most part not much higher than animals. Maybe it will take a few hundred yrs, or even longer for this to change.

    Some would blame outside influences. Every country has had to continuously defend itself from these. The US has been no exception, yet it prospered. And so, the fault for conditions inside africa lies maily with the african peoples themselves.

    Here we have proof that there is no conspiracy to take over the World. Africa. NO ONE WANTS IT! No one cares! As sad as this event is, it pales in Comparison to RWANDA where 500,000 people where butchered in a mere 6 months! We like the Africas blood pretty diamonds but thats about it.

    With respect, SS ... Africa has been plundered by the west of it's resources and it's people. It is still recovering.

    The normal people cannot do a thing when law and order has broken down so much.

    True, but exploitation has always been going on. Rome annexed britain in the 3rd or 4th century. After a short while, the british got themselves together amd expelled the romans. The british empire exploited much (i'm not singling out britain, honest). For examples, china, india, and the US. The amaerican colonies got together and repelled the british. India succeeded in gaining independence, and china expelled the opium traders. Just recently, china reaquired hong kong. France had algeria, until it broke free. The list goes on and on.

    Independence requires of the occupied people to organise themselves into law based societies. Africans, for the most part can't rise higher than the warlord level. They tend to prey on each other, so they are very easy pickings.

    When britain and america instituted anti slavery measures, noone compained louder than some african countries. The selling of their own people had been a large source of revenue for them. It's a little known fact. The british and american navies ran interdiction along the african coast.

    If we can all agree that it does matter whenever people are killed, live in sub poverty conditions, tortured, maimed, then we can focus the question even more..

    Perhaps its important to find out to whom it is important TO. Does your governement back up any concern with action? Does the UN care enough to step in before mass charnage occurs? The answers are rather obvious as crazy pointed out. The world has to either leave them to their own devices/demise or step in fully, oust the dictators and tribal warlords that steal aid, and pretty much rebuild the entire infrastructure of most African countries that exist today.

    Just my 2 cents.
