How are new Servants and Elders appointed?

Now that we have the tick-a-box field service reporting method, how are Brothers measured fit for an appointment as a MS or Elder? Has there been clarification in any of the recent Elders Schools or in meetings with the CO?

How are MS and Elders appointed:

Is the person obedient to the elder body and the GB/WTS?

Must use the elders manual as their guide, not the bible (but may use selected scriptures in the elders manual, remember the days of putting updates in the margins of the elders manual?)

Then, it the BOE decides a male jw qualifies in a elders meeting, they jump the male jw just before the old service meeting and ask if they accept the appointment. No time for the person to evaluate it, must just be grateful they were selected, not even discussing with their wife to see the husband can meet his family obligations)

Several I knew turned it down, even elders who moved in from other congregations, did not accept reappointment. Now that label that brother.
