They have always worked to remove old literature from circulation, to avoid confusing people with "old light." They refer to some of the old policies in places like the Proclaimers book, where they can make it seem like less of an issue. If the rank-and-file could see the amount of changes over time, and how different it was in the period before the 1960s, they would be utterly flabbergasted.

Wife had emergency surgery in midnight. Lical elder told me I should have called to make sure the blood stand was adhered to. I already knew my wife's stand and needed no help.
Now they say to contact HLC ahead of time to find right doctor and hospital. This is more like starting a fight that never existed

Road to nowhere - the local elder overstepped (as you probably figured out). Privacy rights DO NOT require that publishers contact the HLC for direction. It is their choice if they feel that they need assistance but it is NOT required. Even suggesting that could land WTC in deep hot water. The HLC is not licensed to be a requisite part of healthcare discussions.

I resigned as an Elder over 10 years ago. I still have an HLC relative.
10-20 years ago I know of a few cases in Northern California, despite HIPAA privacy laws, JWs working for hospitals reported on JWs who took blood, had abortions, or received treatments for sexually transmitted diseases. Some worked nights in billing and records. EVERYTHING SHOWS AND GETS BILLED FOR. Having "Jehovah's Witness" on your medical records is a red flag for JW paper pushers to inspect.
The HLC members I personally know, are pompous morons I would not want helping my dog across the street.
