Everywhere I've been, bare legs are normal for sisters in the summer. I know, however, that there are some parts of the US where it's not. That sort of thing has always varied by region, and sometimes also by congregation.
As far as pants, I've heard of dub women in very cold climates wearing pants out in service. Never seen it with my own eyes, however.
My Mum, who is 80 and is regarded as the bees knees of sisterdom, has just bought her first ever pair of slacks. She says that they're jolly comfortable too.
So there you go. An octogenarian experiences the joy of pants.

Culottes aren't even allowed... And I consider those more "modest" than skirts because when you cross your legs nothing shows.

Culottes are the design of Satan. He is the great deceiver and so are the Jezebels that wear them, pretending they are wearing skirts when they are actually wearing pants! Jehovah designed trousers to remind women of their subjective place in God's arrangement, hence the phrase "wearing the pants in the family". A woman who wishes to "wear the pants" is not showing respect for that arrangement and should be disciplined in the congregation!
I just know that when I see a pretty woman in short pants, my breath also comes in short pants.
