When I lived in Kansas there were several sisters that wore dress pants occasionally. My mother even said that if I ever wanted to, it was fine. As for pantyhose, I never wore them during the summer.

My current ex-congregation is a lot more liberal then others. Could be because it is a beach city congregation, don't really know. I always wore sundresses in the summer and at least 1/3 of the sisters went barelegged. But long skirts are also worn out in service. Ankle length skirts and sandals last time I was there. Heck some of the sisters went to the meetings looking more like streetwalkers then someone going to church. Our congregation was on the list of those declared "spiritually weak" and in need of outside/transits from other stronger congregations to come in and set fine examples for the rest to follow

In Hawaii, barelegs and knee-length skirts were never an issue. It was hot, we were doing God's work, did we think He really cared? Since our major parts were covered, nobody said anything. But then again, Hawaiian congregations are TOTALLY different from the rest of the mainland US. Brothers consistently wore "aloha shirts" to bookstudy without it being an issue.
But when I moved to KS, some of the elders there didn't believe a woman should wear nude-colored tights/hose. They should be black/white/navy or something that didn't look so much like skin. I remember one elder, Brother Novacek, telling my pioneer friend Shannon, "Don't you think it would be more appropriate for you to wear dark hose with that outfit?" I remember her pioneer partner Cindy saying "Don't you think what a sister wears under her clothing is NONE of your beeswax?" ROTFLMAO!!! He walked away without a word and never brought it up again. We laughed about that for weeks! Cindy was known to be a sister who didn't understand her "place" and I was on the verge of being disfellowshipped. Brother Novacek probably thought we were a lost cause.

All the congregations I've been in here in Australia have never been strict about wearing pantyhose/stockings in summer. Bare legs were acceptable, although some of the older sisters preferred to cover their legs. In the hotter areas, sisters would wear summer frocks. Some wore tank tops, but they were looked down upon because they were exposing too much flesh.
Trousers were never accepted, not even in the coldest of winters. Totally ridiculous. When long boots were in fashion it helped to get around the problem of exposed legs, as did long skirts.
