It will still be viewed as a sign of a "rebellious attitude" if a brother suddenly starts wearing a beard!
The very fact that this convention is all about control, and compliance with the directives and "customs" of "the society" will ensure that conformity with local directives is the key!
In witness world, It is never about the ACTUAL decision or action, but the ATTITUDE (or perceived attitude) that matters!
And let's review: one of the key signs of a high control cult, is a controlling of dress and grooming of its members.

It it just a game. This "culture" they name does not exist anywhere in the borg;s manifest. Is just another way to make you feel you are in the right place since they are so "tolerant" when in reality you can not verify this claim.

I would like to think that this will be the beginning of the end for the beard ban. However, this may only be an opportunity to further cement it. For instance, when this article is covered at the watchtower study, the conductor may make a comment when considering this paragraph: 'Of course, we know that here locally, beards are not acceptable for brothers in appointed positions', etc.

The old chestnut conscience scripture in 1 Cor 8:9 is used in the paragraph so that will give the prejudiced elders licence to still ban beards if they want.
Plus they probably still won't allow brothers with beards on an a$$embly platform. Always made me laugh that one, especially when many of the drama's required the wearing of a fake beard!
Beard fractions! Lol!

I have an idea: Do a survey!
Do a survey in your area where you go around to businesses asking the managers their view on having a modest, neatly groomed beard. Do they think it's acceptable, or do they think it sends the wrong message or is unprofessional.
If the survey overwhelmingly shows that businessmen are accepting of modest, neatly trimmed beards, then you can use this survey as proof to your elders that modest neatly trimmed beards are not looked down on in your area and thus there is no basis for discouraging men in the congregation from having modest, neatly trimmed beards.
Or raise a shit-storm in the local press. Write an anonymous letter to the editor exposing this issue to the public. Get the public and the media involved. Get the public microscope focused on the congregation over this pharisaic issue. The elders will soon be growing their own beards to counteract the negative publicity!
