While on paper the Governing Body has never claimed papal infallibility, in practice they have always had it. By the fact that they leave no room for an individual to choose whether to believe a particular teaching or not. Its 100% acceptance of their role as God's spokesmen or nothing at all.

They'll never explicitly claim to be infallible, but they just teach the sheep to obey to them as if they were infallible, including when they flip-flop doctrine.
To paraphrase Orwell, the Org has the ability to perpetuate belief in its infallibility while learning from its mistakes.

Yes, it's a bit of sleight-of-hand. Claim that you are god's channel on Earth, the only means by which Jehovah communicates his will to humanity. Then admit that you're prone to making mistakes and you don't always get everything right. You are claiming exclusive divine authority, while also disclaiming any responsibility.
In other words, if they happen to get something wrong, it's god's fault. I used to think they placed themselves between Jehovah and Jesus, but I think it's more like they place themselves alongside Jehovah.
