In the congregation, even when someone KNEW that the elders or others were mistreating a person or family, the just didn't want to get involved. It's much easier to close your eyes than it is to open your heart.

Well min it's tough to rock the boat sometimes, especially when you like people on both sides of an issue.

In the congregation there are different levels. If a sister defends another sister in front of her peers that is one thing but for her to defend her sister before a condemning elder or judicial committee is another.
Peers can defend peers but those in lesser positions rightly fear and risk censure.
So in the congregation it is the responsibility of elders to monitor one another and to censure one another when need be because they are the only ones who can really.
