actually Blondie when she wrote that she was not a Justice correct? And I think this quote of her's was meant to establish a definition of sex w/a person of a certain age. And ya 12 is too young to be having sex, but maybe it was the case that Ruth was looking forward into the course of US history where people would mature faster and it would become much more complicated from a legal standpoint.. Especially if you have females engaging in sexual activities after a certain age. I would rather a justice be more concerned w/the law than anyone's moral slant by far. I also think sex bias still exists where you have slightly older women engaging in sex w/much younger men, teenagers, whatever you want to call them. This many times is not IMO construed as rape, but "lucky for him". So, what can be said? Gender neutral law is important and should be worked out. AND as if any of it matters...you don't see her advocating such a thing now, nor is it law...It can be said that this quote was used as a tool by the people who would deny her importance in fighting for feminist rights and our civil liberties. Mainly the "family values" bunch...Just my two cents.

- The traditional family concept of the husband as a breadwinner and wife as a homemaker must be eliminated. WHY? That model works for a lot of people
- The federal government must provide comprehensive child care. The government shouldn't be involved in the home so much
- The Homestead Law must give twice as much benefit to couples who live apart from each other as to a husband and wife who live together. Why?
- In the military, women must be drafted when men are drafted, and women must be assigned to combat duty. Why, it's not what the majority want...as a side note, I think women should be allowed in combat units and jobs IF they can acheive the same physical standards as men.
- Affirmative action must be applied to equalize the number of men and women in the armed forces. WHY? The Military is a fighting force...not a social experiment
- The age of consent for sexual acts must be lowered to 12 years of age. THAT is just plain stupid...so your 12 year old son and 47 year old neighbor should be able to do each other?
- Prostitution must be legalized. She wrote, "Prostitution as a consensual act between adults is arguably within the zone of privacy protected by recent constitutional decisions." Within certain guidelines I agree
- All-boy and all-girl organizations must be sexually integrated, as must all fraternities and sororities. The Boy Scouts and the Girl Scouts must change their names and their purposes to become sex-integrated.(14) Government intrusion into private organizations is wrong.

Yes, I was aware of that, Valis. I assume then her thinking on this has not changed with her appointment to the Supreme Court. If it has, then it would be interesting to see something in writing documenting her change on this.

Just to be fair, maybe this is a position she has since rejected? That report was in 1977, wasn't it? Is there not anything more recent, especially since she became a Supreme Justice? I google'd for more info on RBG and "age of consent" haven't found more recent stuff yet. I hope she's rejected this position....it's as foolish as can be imho...

I may be naieve, but I dont see how this proposed law would even get consideration, the part about 12 being the age of consent.
Most of the voting public , the judges, all of the officials have children, I am sure daughters, so how in their right mind could they pass a bill that would hit so close to home. As LL said, I too have a daughter that is 11, she by no means looks 18, most 11, 12 yr old I know do not look 18, although I know some do. I would literally kick her butt, if she was out having sex, at 12. Honestly I don't let her get in situations where something might happen , I am very protective of her , I dont want her to be taken advantage of . I know so many girls from my area who are having sex at young ages....most by the age they are 14 , 15.
I can see the age of consent being 15, because I honestly know so many girls that have had sex by that age,,,,,,, but not 12. That is too young. In this case 3 years of emotional growth makes a huge difference. I still think 15 is too young, I think 17 is even a better age for maturity, but the kids are having sex way before they turn 17 on the whole.
I am pretty sure in my area, a girl can not get on the pill without parental permission. I think that is way wrong. Of course you can walk into any health clinic and get free condomns, so why can't you see a doctor at 15 , if you tell them you are already sexually active, and get the pill, or patch , whatever?
I can understand needed parental permission at that age for abortions, because that is a very traumatic thing to happen and a girl that age would need the emotional support of her parents/ parent.
Lyin..it was never a proposed law....It was her opinion in 1977.

If there is a draft it should be for men and women. Women deserve to be forced to die for their country too. In this age of informantion and cheap explosives you can let them be a nurse, network speacialist, cook, clean and still be in the risk of getting blown to crap by an rpg. She could be just like the 50's home marker with a bulls eye on her chest. It is not like they only need people to fight. The guys need clean underware and a good meal too.
Hawaii and I think delaware the ages of consent is 14 and nobody says they are pedophile paradises. Infact 12 and up I think is generally hebophille territory. I think if you live in a place like LA with sexually active 9 year olds you will see that age 12 is a nice compromise between logistics and insanity. It has nothing to do with emotional responsibility. Oddly if you can get the peson preganant they are not a child anymore. It is just a social construct. In the age of birth control sex left being the realm of reproduction firmly in the 60's.
What I think keeps people from passing the law is that middle class parents want legal recoarse for anyone that impregnates their kid and disturbs their life. Well boo hooo in the hood we have be dealing with this for decades. With the child support system the problem is partialy sovled. I could see if like pot more people would smoke it if it was legal. That is not the case here. The 12 years olds that having sex are already doing it, and at that age it is the biology talking. It would seem watchtowerish to enforce the "bloom of youth" ban on "worldy" people. A drunk adult is less competent than a sober 12 year old. Yet it is legal for adults to get smashed and get or be knocked up. Providing the date rape thing does not come into play. Maybe that should be how it works for 12 year olds too. Only rape if they say so.
