I don't believe this is new. In the last few years quite a few deaf congregations have been formed. Your local dubs are probably establishing territories.
Something similar happened when I was a member of a new established foreign congregation. We would go from door to door and ask if any of their neighbours spoke that language.
The new approach is to introduce yourself as a "community volunteer" doing a "community service". They make themselves sound like they are really out there to help.
