Avoid Grand Cayman if saving money is your goal. It is unbelievably expensive. It does have wonderful scuba diving and you can play with the stingrays at one snorkle site, but paying five and six bucks for a beer gets mighty old.
Cozumel is nice. It's an island in Mexico, just a short ferry ride from Cancun. I like an all-inclusive which is no muss or fuss, so I have time to concentrate on scuba, snorkling, sailing or snoozing on the beach. The water is crystal clear there. Was there just last month. The whole Mexican Riviera is beautiful, Akumal and beyond. The cenotes or underwater caverns are spectacular to snorkle or scuba in.
