No, they don't say to report it. Where did you get the impression that they said to report it?
Where did you get the idea that they were to contact Legal via letter?
And again, if they acknowledge that CHILD ABUSE IS A CRIME, then why don't they tell the elders to contact the police? The only mention of police is:
1) Don't suggest that the victim should not contact the police. (The elders aren't to do so, it is up to the victim)
2) If asked, acknowledge that such contact is a "personal decision".
They never even hint that it should be reported, they only point out that victims should not be told not to do so.
I've got plenty to guess at here -- the way the elders would talk to the victim, the couched warning in the term "personal decision" -- but I'm not putting guesses in my comments. Please don't guess what the legal department would say, how they would be contacted, etc, etc. Let's stick to verifiable facts.
