Your comments on her personal coif would lead me to believe your either jealous of her looks or you have a very warped sense of sexuality and relationships. Who cares who much makeup she wears! Parent's have a responsibility to teach their kids, but total control is not possible and blaming the parents in this case does not seem to fit.
Under no circumstances is it acceptable to df a child, it's an abohoration and should not happen, kids should not be baptized period.

I was baptized a Catholic as a baby. I could go running through my nearest Catholic Church naked, screaming I am a lesbian that recently had an abortion, and that cult will STILL refuse to take me off their roles. I WISH I could take my name off but NO! We can't have that!
Disfellowshipping a victim of sexual abuse? No, that's absolutely wrong. A child cannot give consent. Any woman on these boards will tell you there has been a period in our lives, say 12-16, where the hormones are going and we do want to get attention from men. This is natural and in no way should be taken advantage of by an adult, no matter how "slutty" the dress.
Baptizing children? Well, I was baptized a Baptist at the age of 12. I knew what I was doing and I wholeheartedly believed in it. It was right for me at the time, and even now at the age of 39, I look back at that time very fondly. It's filled with good memories. I don't hold a lot of the same beliefs now, but I most certainly don't regret it.
Disfellowshipping a naughty child? I wouldn't go that far, but I do think that public reproving, such as for stealing, isn't such a bad idea. I like the "it takes a village to raise a child" thought. Hopefully, the village isn't filled with idiots.

As a JW I do not think any child should be baptised.
As far as a girl goes that throuws themselves at a male, weel in some cases the girls do know what they are doing. They do it willfully. Some girls are just plain inocent inthier outlooks on life.
I know of girls around that age that will willingly hug other people becose thatis their inocent way, they have had a close loving family upbringing. Then I have sen girls at that age that are craving for atteniton and un-nkowingly (perhaps beter said unintentionally aware) of the fact that by showing males extra attention can lead the male to want more.
Then I have seen girls that with full knowledge of what thet are doing try to seduce a male.
In any case at that sort of age the parents should have had serious conversations with they children about how their actions can effect the opposite sex. SO if a 12 or 13 y.o girl (or boy) allows someone else to take advantage of them, the parents should hold some responability. (notice i said allow, not forced into) And the lines of coomuniction between parent and child should be open enough for the child to tell the parenrs if someone had molestered them (unfortunately that comminication is often lacking)
Here in Australia it is not illigal for a 12 or 13 y.o to have sex with some one their own age. So a lot of children at that age are often sexually active and do know what they are doing.
I have volenteered at a couple of schools working with children form age 9 to 14 that need one on one help with some aspects of learning. (esprcially dyslexic children) and I have seen all those types of behaviour. At the school I presently volenteer at there is one teache that had to be spoken too because many of the 11- 13 y.o. girls were paying him a lot of attention.
No JW is supposed to be DF for an act. The only reason fro DF (though not always followed) is for attitude. toward the act as in willfully and continuously engaiging in or for not being repentet of what ever they were accused of.
