I would suggest the owner/founder had already proven himself successful at this and some wise CO/DO brought him to the attention of the Brass in Brooklyn (or wherever they are now)

Thanks for finding that DOC. Unless more comes to light, I would say Netholics is a front runner as the hired gun to update the image. It would be so interesting if we here on the forum were able to untangle the "hidden mystery" of who they hired.

Hortensia - You are so right about it being a commercial job and not an inside one. ESPECIALLY if it had to be lead (brain wise) by any of the GB. Even among themselves we see who feels like they are a leader (barf) and who kind of sits back and lets them have it. They definitely feel they are "bringing it" and it is so lame it just cannot be a GB directed move.

besty, I think that at least in the one area we are seeing it happen. The blood issue became much less of an issue in the elders handbook. The basic thought is not to DF the individual who takes blood if they are repentant.
