23. Notification by Secular Authorities: From time to time, secular authorities may in-form the elders that a sex offender is living in the area. The notice may provide the address of the individual and may state the nature of his criminal activity. In such a case, the elders should list that address on the appropriate congregation territory card as a “Do Not Call.”
Right. The "at large" offenders in the community are "Do Not Call"...at the very same time that some of those going door to door are offenders themselves.
And...the congregation gets a warning from secular authorities. BUT...the community gets no warning whatsoever if the offender is a JW. Even if the offender is disfellowshipped, no warning to the community.
Why? Well, because the WTS has yet to call child abuse a crime. They still call it a sin. Unless, of course, it is somebody that isn't a JW...then they will put them on a "Do Not Call" list.
