Well the funny but true answer is: everything you said was true. Even the parts that sound contradictory.
They did lay a grand plan for building. They did backtrack. They are still building.
The more indepth answer is that some on this board have buried the org a bit prematurely. They def have had and continue to have money issues but prob not as bad as some would like to think. In some areas they are building a new hall but very sparsely and only where it seems to allow for a lot of consolidation therby allowing them to make money when they sell the old halls. Also the rdc (prob what you were refering to) travels as an enforcer of the branches will. They survey the condition of halls and approve repairs.... or not.
So all of what you wrote and thought is true, in context.

Spacegirl, please dont misunderstand. Its not that i (or anyone else i think) dosent see a resolution for you... this is exactly what we saw. At best a “solution” where you get ... something. Maybe a small tree under the bed. Maybe a twig in the closet.
The ultimate point being his cult decided for you. Frankly it makes no difference in the life of anyone here except you. We just wanted you to be aware of what you have gotten into. A life of struggling with his cults rules.

@cofy, i didnt fall for the premise of the OP, i consciously choose to accept it and use the black/white casting of the issue to frame my response. The problem is, expericances related all the time on this very forum show it all often comes down to a black/white, all or nothing situation.
Let me cite recent examples :
Within the past two months we have had the following experiances related:
terry related what i take (freely acknowledging my own preference) a positive example of ‘reverse witnessing’ or intervention or whatever phrasing you wish to use. He had a jw come to his door and he took the time have a rational discussion, invited him back for an rv and shared that as well. Presumably some elder came along and terry skillfully and calmly tried to reason. Thats a win.
In that same time frame we have some jackass pat himself on the back for yelling at a former friend in a parking lot and flipping the bird to some old ladies standing at a cart. We had the fiasco on november 5 with the small apostate dunce club interrupting a meeting and making jackasses of themselves before heading over to stand the sprinklers in front of warwick like they need social workworks to dress them in the morning. I bet they rode on a short buss to warwick.
Held side by side those differing methods show clearly that the OP wasnt as false a dichotomy as you claim. Held side by side they help show one tactic is all about possibly helping someone exit a cult and te other tactic is all about the release of anger in a self gratifying way that only serves to hurt everyone involved while the aggressor comes to the forum and mentally masturbates all over the place about how ‘brave’ they are for having confronted a pacifist cult member.

Please take what im about to repeat as rumor only. Word here in DC is that lauer is accused of sexual assualt steming from an incident during the past winter olympics coverage. Again, this is the rumor floating locally and he innocent until proven guilty

I dont think these incidents will influance the thinking of any jw’s who have experianced abuse. This is happening in “the world”. Where i do think there is a potential for a snowball effect is when people inside the org, like candace conti come forward. Same snowball effect but when its from inside i think its perceived differently

Again, i hate to be overly blunt, but your husband has pulled a huge bait and switch on you.
He was willing to sleep with you prior to marriage (at least thats what it seems like based on your op), which is a HUGE jw nono, ends up marrying you so he can be accepted back into his cult.
He now expects YOU to be ok with his adherence to cult rules, something he clearly wasnt asking at the start.
i understand marriage asks for compromise but he has misrepresented this from the start and its unfortunate but you have no idea how deep this rabbit holes goes. You were never raised a jw and seem to think this is nothing more than him going to church.
It isnt. Its a cult and will dominate EVERY aspect of his life. You are just one of those aspects.
Again, im sorry to be blunt and i hate to come accross dogmatically but you dont seem to fully understand or appreciate what he has gotten the two of you into by his return to that “religion”.
