I have a history with emissions testing and recycling here in the USA... I fought both. We won in Pennsylvania, against centralized emissions testing (read monopoly). My life was threatened, my home threatened, and outragious phone calls all hours would come in. All of this from the pleasent little "green" crusaders.
Recycling cans and cardboard, glass and paper , may seem like a great idea up front, or on paper, but in reality, there is now a glut of the stuff. Prices are rock bottom because of it, and we know that money drives ALL governments, so you can figure it out.
Locally in my town, I was told by a worker at the landfill that ALL the stuff picked up at my house goes into the landfill... trash, cans, bottles, etc..... most likely it is not profitable to hand sort the stuff.
We are currently fighting emissions testing for motorcycles here in AZ also, since there are so few compared to cars that it makes no sense to do, and besides that, the "sniffer test" isnt accurate. I am hoping we are succesful in the near future.
Most of the environmental policies are emotion driven, for the sake of politics. I dont believe in littering, ever ... but the unenforceable laws (littering fines) dont make any more sense than littering does.
The "Clean Air Act" in the USA is a real joke. Lets say company A gets cited for having a polluting smoke stack, which pours black smoke out 24 hours a day. They are fined 1,000,000 US dollars. The Clean Air Act gives them the option to purchase "clean air credits" by junking vehicles, taking them off the road permanently. So, what company A does is set up a system where they advertise that they will pay money for your clunker, and junk it... .to clean the air, all while thier smokestack is STILL spewing black smoke 24 hours a day. This is a major thing in California, and is spreading. Another downside to it is that the older cars and trucks are dissapearing now, making parts hard to find.
I believe in a clean environment, I do not believe in mandating it. It makes those proposing mandates seem better or smarter than anyone else, the elite. Not good.
