No private information concerning this has been given to the elders that I know of.
I seriously doubt that family members of a disfellowshipped person could be dealt with by a judicial committee for fraternizing, just as long as they didn't flaunt it. It would get very sticky, for example: family members accused of associating with the disfellowshipped one could say, "Our disfellowshipped family member was undergoing mental difficulties and was under duress-these were extenuating circumstances." You see an immediate family member has a Biblical responsibility to look after his parents, children, aged parents, grown children, brothers, sisters, etc. It seems to me that any elder who would try to do anything about this would run up against a picket fence.
This is mostly sabre rattling. You have to stay a step ahead of these guys
