One way to solve the money problem is what they have done in taking care of the expenses of CO or DO, health and car insuranse, thay charge the publishers a flat fee and the congregation has to come up with the money one way or another.
if you want to be a publisher you will have to pay a yearly fee and and just like the catholic church where at one time you could buy your way to heaven, with the watchtower you could buy a spot in the new system.

An elder's son that was pioneering, no skills, just left for Bethel. He was there for 3 months on temporary assignment and then they called him for full time.
It could be they are getting rid of couple that have been there for a while and getting fresh meat, those with zeal and ready to give their life to the organization, until they burn out and see what Bethel is truly all about.

As far as I know, was an elder for 21 years, the society has nothing to do with JC.
The local elders make the decisions of what to do with individual cases.
The only time the Society gets involved is when someone threathen lawsuit and then the elders call the society for instructions.
of course the congregation keeps records of DF's and reproof and if DF's occurs then cards are sent to Bethel.
