Pennsylvania, South Carolina, Vermont, Virginia, West Virginia, and
Wisconsin.
Mandatory reporters usually refers to people acting in a professional role to do with children. This could refer to elders but would not refer to others in the congregation who have no appointed role.
18 states (and Puerto Rico) require any person who suspects child abuse or neglect to
report it : Delaware, Florida, Idaho, Indiana, Kentucky,
Maryland, Mississippi, Nebraska, New Hampshire, New Jersey, New Mexico, North
Carolina, Oklahoma, Rhode Island, Tennessee, Texas, Utah, and Wyoming. These are not "mandatory reporters" which particularly refer to professionals, but would include every adult whether in the congregation or not.
