the first table shows the new zealand census from 1976 to 2013. typically, numbers of citizens affiliated with the witnesses are higher than the number of active publishers because it includes children and those who are affiliated with the witnesses but who may not be active publishers.. of note, more citizens were recorded as affiliated with the witnesses in 1996 (19,527) than in 2013 (17,931).
the decline in numbers affiliating with the witnesses in new zealand started in 2001 and has continued across two further census reports - so this is not just a temporary blip.
On the Census, does this mean possibly counting children, not publishing yet. I mean does the Census ask a household of JWs, which includes non-publishing that all are counted, even if there was an UBM, would be counted as a JW anyway.
Maybe also, some tho not publishing the previous year, some may still wanted to be counted as so, maybe with intent to activate, or reactivate.
Now, it indicates that less people if no longer active, have any intent of returning someday either, and don't want to be counted as JW at all.

After awhile, tiredness sets in, disappointments, realities of disfellowshippings, over demands of the org life. as said, worse thing for a cult is: TIME. No doubt the WTS will burn out even faster those in foreign countries if third-world. Japan had an amazing growth years ago,,slowly and steadily decreasing.

The WT writers are very manipulative.. they make it sound like their are saying something specific ,,they throw 4 Will this Memorial be our last? (1 Cor. 11: 26) (with intonation almost as a fact) We do not know. then after the time period, then they say, emphasize, they didn't say something. they artists of double-tongue.
i just took the first page of the 2013 report and added two new columns to look at alternative ways of calculating the 'increase'.
first column: 2013 av.

Of these, the cong. has to get 3 attenders for year to become publishers (whether new or reactivated) to get at least an increase of 1% (the increase noted last two years each) (avg. cong. odds that one pub. will die and one will be DF'd)
Pubs. avg. .6 Bible study, so avg. cong. has 52 Bible studies. Avg. cong. had 2.3 baptized.
Avg. cong. has 11 reg. pios. and 5 aux. pios/mo. Avg. pub (aside from Pios) is 9.8 hr/mos. Population Ratio was same for 2013 as 2012: 1 pub to 262 U.S. pop.
