No, this news about your dog is important. Your dog was a family member. It is important to you. Do not apologize for mourning the loss.
As for 'replacing' the dog, you never will. What you _will_ (and should) do, is to get another animal to love.
I envy you for being able to have pets right now - I am living in a mobile home park where they do not allow animals (or have immense restrictions on those that do).

As for the dog next door. If you are able to own an animal, go and talk to the neighbors and see if they will let you have the dog.
Our neighbor had a dog chained outside like yours. My wife and I would go and feed her, take her water, and pet her.
My wife whined on and on about the dog. I told her to go ask if they wanted the dog. Turns out they didn't - and literally jumped at the opportunity to give the dog away. That dog was greatful, and was really a good doggie.
