In the final talk Sanderson says that because of this historic occasion and the maybe the JWs listening are more full of love for Jehovah than EVER before. He says "We've deepened our understanding of Jehovah's mercy, his compassion and his patience and what about that announcement about our field service reporting? Jehovah is dignifying us, he has confidence in us."
From a GB point of view, some of them have likely felt they are proving themselves to be failing in their responsibilities. Instead of progressing, they're going backwards and it reflects badly on them. So badly, that if it wasn't for the excuse they use, that they are imperfect and fallible men, they would conclude that they didn't have God's backing or HS. They've had to conjure up a plan to turn things around and the whole Annual Meeting has been about this.
However, their ideas and reasoning gets more and more bizarre.
Fancy that, Jehovah is finally dignifying the domestics by directing the Governing Body through his Holy Spirit by removing the requirement of detailed ministry reporting.
Stupidly, this means that previously reporting was undignified and they couldn't be trusted. It also means that Jehovah has changed his view towards his followers. One day, they needed monitoring, the next they didn't. It's all Gods doing and nothing to do with the ever changing whims of Governing Body members.

I still think that there is a possibility that they are going to require JWs to actively approach people in their public cart witnessing, this makes sense as to why the younger brother was afraid to show the JW logo when a policeman walked past him in this months Broadcast.
The organization is distancing themselves from any legal ramifications this may cause between individual JWs and the Watchtower.

How easy it's now going to be to increase their numbers.
Have your Bible study attend the occasional meeting, ask them if they've been speaking to others about it or anything spiritual and they are instantly an active publisher.
JW children won't need to be going door knocking, likely all they will need is the nod of an Elder who hears about their informal witnessing and they too can be actively reporting.
It will be interesting to see what the guidelines are but we saw how they changed what they now consider to be a Bible study. I think they can count a return visit who they spend more than 15 minutes at the door with and that person doesn't even know that they are a Bible study.

That's what I was thinking NotFormer.
They will feel attacked from many angles. They'll be worried about the police being called on them for harassment or being a disturbance, then there will be people that just want to be left alone which will result in all sorts of reactions from nasty to frustrated and there will also be those that challenge them.
If they can't get permission to do their preaching in an area and for this type of preaching (there are many places that will required it), will they still do it? From the video on the October broadcast, it appears that they might.
There'll be a lot of court cases and a lot of fines.
It's going to be easy for activists to write into the councils or government bodies that give the permission, to provide multiple reasons as to why they should not.

Yes, absolutely.
I was just researching on Google as to what happened in Quebec in the 1940s as the older brother mentioned it in the same video where the younger brother covered the JW logo on the cart.
Here's what first popped up -
In the mid 1940s, Premier Maurice Duplessis ordered police to arrest Jehovah's Witnesses for distributing their literature. They were charged with seditious libel under the Criminal Code. Quebec courts agreed with this creative interpretation and hundreds of Witnesses were prosecuted.31 Jan 2017

I don't think they are going to officially announce the start of the Hailstone message since they haven't said that the GT has started. But they use it as a motivator to ramp up the recruiting work and possibly to introduce new ways of doing it. They are just preparing the sheep at the moment saying they need to prepare to be strong because one day they may have to deliver a Hailstone message

My guess is that they are going to be told to actively approach the public.
I think this might be illegal in certain areas and it will get them into trouble from the police. At the best, they could be seen to be a public nuisance. But this is why the Watchtower didn't introduce this when cart witnessing began.
It won't be easy work for the JWs anymore. Many will hate it, from feeling uncomfortable to fearing it.
Their plans of this Bible bashing method of recruiting may backfire with more JWs giving up and that's why they have to push this hard and instill even more fear into them. They likely anticipate this will motivate many JWs to return.

They are beating the domestics, telling them to get more followers. It's the current theme that they are really ramping up now.
The monthly broadcast is out and Cooke is presenting it. They are going on a campaign with a stronger message, not the hailstone one but a firm message. It sounds like it's going to be as hard hitting as the one they did in Quebec in the 1940s. It's going to incite fear (possibly of authorities but any fear will do) and courage into the followers.
The next step is the Annual General meeting which is supposed to be this Saturday.

Let's see if the Watchtower, with it's multi million dollar backing steps up to protect him and his family. Surely they have this responsibility.
