I believe French Quebecers don't really care whether the rest of Canada speaks French or not. All they care about is to live in a province (or country) that reflect their culture, language and where they feel they belong. I recall a time when the majority of immigrants arriving in Quebec would send their kids to English schools. Without language laws it would have just been a question of time for Francophones to become a small minority within Quebec and like other Francophone communities in the rest of Canada they would have to struggle to maintain their identity.
Today I have come to understand this better than ever. I have now lived in Ontario for well over a decade and I have built a great life here with no plan to return to Quebec when I retire. Still, I miss being in Quebec and I fear my French Canadian heritage will soon vanish within my own family...my grand-children are being raised in Ontario and they don't speak French...their mother tongue is English and sending them to French-emersion schools is no garantee they will embrace our French Canadian cuture.
2006 Stats Can states that 9.4% of Canadian Anglophones claim being able to hold a conversation in French. Nearly 90% of Francophones living outside Quebec speak English. Many of my English speaking friends in Ontario tell me they took a couple of year of French in school, but all they retained is "je suis Bruce" and "où sont les toilettes"...not having a need or the opportunity to use French explains why they forgot it or wouldn't put in the effort to learn. As for Francophones living outside of Quebec, they are exposed to the English language on a daily basis which explains that almost everyone is biligual.
In Quebec 68.9% of Anglophones can hold a conversation in French and 35.8% of the Francophones claim they can speak English. As you can see there is a much higher percentage of bilingual people in Quebec although the only official language in Quebec is French...Many francophones realize they need to learn English in order to communicate with the rest of North America. Like in Ontario, French students study English and the opportunity and need to use it is greater since they are surrounded by Anglophones. Some Francophones, like many other Canadians don't see the need or simply don't want to learn a second language...and this is their right.

Lady Lee,
I read that Quebec is a dictatorship, that the people are kept under control and that nothing is unique in their culture. I also read the Quebec French language and culture is a far cry from France. And worse of all I read that the French people should accept the very same conditions that "forced" you out of Quebec so English people can feel at home...
I chose to live in Ontario and I leave my culture at the door when I leave home because I have to speak English at work, speak with my English neighbors, shop in English, go to the English doctor...call the English police...I don't feel my human rights have been violated nor do I want to leave Ontario. So I learned to speak English...If I decided to live in Italy, I would learn Italian...So if one wants to live in Quebec, wouldn't make sense to learn to speak French?

Your answer reminded me of a tactic used in a cult I was once part of. Instead of addressing the presented facts this cult would divert the debate into a different direction...then they would drown the issue in a wealth of non-pertinent information...and when this didn't work they would revert to personal attack...
Not only you didn't read my comments carefully...you put words in my mouth.
My dad used to say that if you want to keep your friends you should avoid talking politics and religion...I should have listened.

I usually stay away from this type of debate but when I read some of the comments made by Lady Lee, Talesin and Mamochan13 I completely understand why Quebec “the shit-stain of Canada” needs laws to protect their language and culture against assimilation. I was born and raised in Montreal and I have been living in Ontario for well over a decade where I am glad not to have to express where I stand on the sovereignty issue daily.
Here are a few comments that really bother me.
Quebec is a dictatorship. If you look at how they control people, lie to them, deprive certain people of basic human rights then they are no different than any totalitarian group. This one happens to be political and I am damned glad to be out of there.
Totally untrue. The very fact that Quebecers can debate and vote in a referendum on separation is the proof that democracy works. In several Eastern European countries the very same issues resulted in wars and ethnic cleansing. I have yet to find anyone being deported from Quebec for voicing diverging political views and I have not found concentration camps for the evil "anglophone". Lady Lee even admits she was free to leave, although some of her basic human rights may have been baffled...I know French-only signage is such an annoyance...almost as bad as Chinese-only signage in Richmond BC or English only signs in the rest of Canada...I am also glad that she has found refuge in a province that uses the same form of government as Quebec.
I would argue that Newfoundlanders have just as distinct a culture as Quebec - including a unique language.
Another well documented comment here… and I guess the language you are referring to is Newfieneese. Along with First Nations and Britain, France is a founding nation of Canada and Quebecers have every right to preserve their distinct identity and language. Without a legal framework the French minority would simply vanish. Acadians had to flee to New Brunswick and as far as New Orleans to avoid religious persecution and save their culture and they have to constantly battle to remain a people. It is no different for Quebec.
It's interesting that Lady Lee has pointed out how the average Quebecer has been kept under control. I thought that was only true of the Duplessis years, but on reflection - it is continuing.
The average Quebecers was kept under control by the Catholic Church which in turn was in bed with Duplessis. For good French-Canadian Catholics sex was for procreation only which explains the very large families and the end result was that, except for one child who may become a priest or doctor, every other child would receive very little instruction. English-Canadian who were in majority protestants had smaller families and children benefited from a better education. With time English-Canadians held most of the managing jobs while less educated French-Canadians were mostly labourers. That slowly started to change in the 1960’s during “La révolution tranquile” of Jean Lesage. The Catholic Church gradually lost its hold on the population and, with smaller families, more of the children were able to pursue their education. Big money was no longer accessible by English-Canadians only. Today government and Church are totally separated and even school boards are non-denominational . The very fact that Quebec wants to attain independence is the evidence of a people fully emancipated.

Wait until they review the Yearbook and cover the experience where publishers were saved because a plane crashed on their house while they were in the safety of the Kingdom Hall...imagine if they had stayed home that day instead of going to the meeting! You will hear comments like "Jehovah really protects his people who obey the command in Heb 10: 25-27 or that this should serve as a lesson if we have a habit of missing meetings...Not one JW will understand or dare say that their survival had nothing to do with where they were...but had to do with where they were not...they could have been at work, at the casino, Wallmart or at a brothel...as long as they were not where the plane crashed and they would have survived! By the way...tough luck for the 153 victims that were in the plane. If JWs had lost their life they would say that it was an unforseen event and circumstance befalls us all...

by Poindexter Lionel Humperdique ini once heard of a circuit overseer blaming a loyal ministerial servant, that served as the accounts servant, of steeling from the contribution boxes, simply because he deposited the congregation funds bi-weekly instead of twice a week.
due to the accusation, the ms was immediately removed without hearing his side of the story.

One CO gave me hell because I had mistakenly sent $0.11 I collected from the Kingdom Hall Fund contribution box to the World Wide Work account... The visit before the previous CO praised the way I took care of the accounts, stating that he had rarely seen books kept so meticulously. I never had an assistant and when I was away one of the elder would ask random brothers to make the collection and half of the time I had to fix errors...poor education leads to poor accounting skills. Soon after the CO's comments I stepped down as a MS to let another clown waste his own time being last to leave the hall and going to the bank every week...
That same CO made two comments that were pivotal to my leaving the cult: Talking about Armageddon not yet arriving, he said: If you wait long enough for something, it will eventually happen, giving the example of a teenager who just can't wait to get his driving permit...as time passes he reaches the age and gets to drive...That's not how it works with Armageddon...if you wait long enough you die after wasting your life waiting.
His second comment was that if something is repeated enough times, people will accept it as the truth even if it is untrue...At that point I asked myself: where have I heard the same thing repeated over and over again for decades? Isn't it here at the Kingdom Hall? No wonder I accept all they teach as the absolute truth!

This initiative provides a (false) sense of security and the feeling that the WTS cares for the sheeps, reinforcing their control over them. It also reminds their members that the end could happen at any time now and that they need to be ready for the disaster that will preceed Armageddon. Some type of reminders have to be used now that the threat of persecution and emprisonment is no longer at the forefront of their scare tactics.
