Thr Department of Justice has ordered the release of 18 people arrested for the August 20, 2002 abduction of six members of the Jehovah's Witnesses by alleged members of the Abu Sayyaf. "While they 'may' be members of the [Abu Sayyaf], there is no sufficient evidence that they participated, in any capacity, in the kidnapping of the six members of the Jehovah's Witnesses," the DOJ said in a 12-page resolution. Ordered freed were: Ustadz Ahmadsali Asmad Badron, Hajer Arasani, Jamaal Sawaban, Robin Sahiyal, Alton Ladhalaam, Edwin Siarot Sawaldi, Mohammad Said Sali, Adzhar Nawali, Abdullan Hussih, George Nami, Abdullah Ussih, Jeheri Jeron, and Manny Ismael, "for not being the same persons charged in the amended information." Meanwhile, also ordered released were: Jumlie Orie, Jul Ahmad Ahadi, Arabi Sali, Sonny Boy Barakim, Abdulwahab Hamja, "for lack of probable cause against them." The DOJ said they should be released because witnesses in the case failed to positively identify them. "Cursory identification does not suffice to convict the accused. What is needed is positive identification made with moral certainty as to the person of the offender," the DOJ said. One of the witnesses who testified in the case, "Maria," claimed she was among the six members of the Jehovah's Witnesses who were abducted in Patikul, Sulu, on August 20, 2002. The other witness, "Juan," was abducted in another incident but was made to join Maria's group in captivity. Maria's husband was later beheaded by their captors, along with another captive Lemuel Bantolo. The victims escaped their abductors in April 2003. The DOJ conducted its reinvestigation after several arrested suspects in the kidnapping protested that they were arbitrarily arrested and that their names were not even listed on the arrest warrants. The case was already being heard by Judge Torinio Ilao Jr. of the Pasig City Regional Trial Court (RTC) Branch 266 when the respondents started filing several motions to insist their arrest was illegal. At least eight supposed Abu Sayyaf members, who attended the reinvestigation, denied involvement in the abduction. But the two former captives said the eight were the ones who either guarded and fed them during their captivity, or transported ammunition for the armed group. The victims also did not point to two individuals earlier arrested by authorities for allegedly both being "Kumander Black Tungkang." Of the more than 130 people accused in the kidnapping, the victims were made to identify from 21 arrested suspects. Senior Assistant State Prosecutor Peter Ong, vice chairman of the DOJ Anti-terrorism Task Force, admitted it was "unusual" for the DOJ to take the initiative in conducting a reinveatigation. For some reason looking at other groups like the AMISH, Headhunters, and Scientologists is less painful and embarrasing.

The Pedo files kept at the Service department and PR department are very extensive and go back many years. Check-out Barbra Anderson's site, and her research and public records of Child abuse.
Since you live in the Bay Area of California, you will find of particular intrest the case of James Henderson, The Presiding overseer of the Red Bluff California congregation and his string of young victims throughout northern california. He sodomized children and young adults as an Elder from the Tahoe area to the edge of the Bay Area. He was re-appointed repeatedly as an elder in various AFTER getting busted for child abuse over and over again. The court documents and copies of the letters between the Service desk, Elders, Circuit Oveseers, and Service Department are ALL there. Many of the victims got about 800K each and signed gag orders.
Good read- and exposes the corruption at WTBTS.
Civil cases have different Statute of Limitation requirements in California and have been changing. "Ongoing" situations have special rules as well.

LOS ANGELES — Los Angeles Archbishop Jose Gomez announced Thursday night that he has relieved retired Cardinal Roger Mahony of his remaining duties and a former top aide to Mahony has stepped down from his current post, on the same night the church released thousands of pages of personnel files of priests accused of sexual abuse.
"I find these files to be brutal and painful reading," Gomez said in a statement, referring to the newly released files made public by the church Thursday night just hours after a judge's order. "The behavior described in these files is terribly sad and evil. There is no excuse, no explaining away what happened to these children."
Gomez announced that he has "informed Cardinal Mahony that he will no longer have any administrative or public duties."
Gomez also said Thomas Curry, former vicar of the clergy under Mahony who was the cardinal's point person in dealing with priests accused of molestation, has stepped down from his current job as auxiliary bishop for the archdiocese's Santa Barbara region.
Both men issued public apologies earlier this month.
Earlier Thursday, Los Angeles Superior Court Judge Emilie Elias ordered the diocese to turn over some 30,000 pages from the confidential files of priests accused of child molestation without blacking out the names of top church officials who were responsible for handling priests accused of abuse.
The judge gave the archdiocese until Feb. 22 to turn over the files to attorneys for alleged victims, but they were released almost immediately.
The archdiocese had planned to black out the names of members of the church hierarchy who were responsible for the molesting priests in the documents and to instead provide a cover sheet for each priest's file, listing the names of top officials who handled that case. The church reversed course Wednesday after The Associated Press, the Los Angeles Times and plaintiff attorneys objected in court.
The archdiocese had also planned to black out handwritten comments on the files inked by recently retired Cardinal Roger Mahony and to provide them in typewritten form instead.
A record-breaking $660 million settlement in 2007 with more than 500 alleged victims paved the way for the ultimate disclosure of the tens of thousands of pages, but the archdiocese and individual priests fought to keep them secret for more than five years. The AP and the Los Angeles Times intervened in court in January because the 4.3 million-person archdiocese intended to release the files with the names of top officials, including Mahony's, blacked out.
A first round of 14 priest files made public in Los Angeles nearly two weeks ago showed that Mahony and other top officials maneuvered behind the scenes to shield molester priests, provide damage control for the church and keep parishioners in the dark about sexual abuse in their parishes. Those documents, released as part of an unrelated civil lawsuit, were not redacted and provided a glimpse of what could be contained in the larger release.

Similar document releases in other dioceses, including Boston, have shown top church officials shuffled molesting priests from parish to parish, failed to call police and kept parishioners in the dark about the growing scandal
