I do agree that the deception is not always deliberate.
I wrote on another thread recently that the problem is that when, for example, a fresh crop of Bethelites arrive they all have an idealistic view of what Bethel service will be like. The reality falls short, and those who cannot stomach the corruption go home as soon as their tour of duty is completed. Those who stay become hardened. More and more so as they move their way up. The distressed ones leave, making room for the newer ones who have no problem with SELF-deception, boxing away doubts in a far corner of the mind, never to be examined again, or their world will begin to crumble. And on it goes.
I DO believe that the upper echelons are well aware of their deceitful course, but consider it all "damage control" to protect the organization.
If only they would understand that NO HUMAN ORGANIZATION IS PERFECT and allow themselves to admit their errors. Oh, no, wait! The WTBTS is NOT a HUMAN organization -- it's God's, so it MUST be perfect. And therein lies the problem.
So the stonewalling goes on, to protect the organization, to the detriment of the rank and file who earnestly desire to have the promised surcease to this world's problems as they check their doubts at the door in their futile pursuit of the New World Society.
