Merging two low attendance congregations together will have one effect.
Those that have to travel further than before will not go as often, and those that need constant hassling to be at the meetings will get less attention and attend less often. Two low attendance congregations will eventually become one low attendance congregation.
Imagine how far some of the congregation will now have to travel in order to reach the edge of the other congregations field service territory!
Imagine how far some, who live on the furthest edge of the territory will now have to travel to get to a kingdom hall, maybe having to drive past where the old hall used to be!
Impoverished, tight-fisted publishers will not be happy.

I don't understand the logic.
There's an urgent need for Kingdom Halls so we're going to combine congregations.
If a congregation has spare capacity then it's not on the list for a new hall.I guess the only way this adds up if is the new kingdom hall is to replace one that's falling down and needs replacing. In this instance the congregation could instead move to another hall, but this does not follow the logic that the new halls are needed because of the wondrous expansion that's now taking place.
Seems like a property / land grab to me.
XBEHERE In my part of the U.S the attendance is too high to support the scenario mentioned in the letter.
Not if the two congregations meet at the combined hall on different days/times.Two congregations, one shared hall.

I see they quote Haggai 2:8 “‘The silver is mine, and the gold is mine,’ declares Jehovah of armies."
If this were true then why does the WT constantly badger the congregations for money all the time.

The kingdom hall is fake. You'll get fake interest shown in you that will fade from their minds as soon as they get in their cars to go home.
You will hear fake reasoning from the platform, and people will nod their heads in fake agreement because they are not allowed to ask what's really on their minds.
The elders will give you some fake lines on how they love you and miss you and want to shepherd you. If it was that important they would have done so before now.
You will be told that this fake way of life is the only way to happiness. That is a fake statement.
You're a genuine gal. You don't belong in a fake world.

by oppostate inin the article on the guardian ( http://www.theguardian.com/world/2015/jul/14/jehovahs-witnesses-evangelism-church-god-armageddon ) mentioned in another thread, there's this quote of mark omalley, who is assigned to the public information desk at the jehovahs witness uk centre in north london.
we now have more than 165,000 [literature] carts on the streets in over 50 countries.
it gives us visibility and availability.

165,000 carts x £20 = £3.3 million every month or so going to the UK WT branch. -

The BoE of May 1st 2014 said
6. Requesting public witnessing equipment: The Congregation Service Committee will determine the equipment to be requested and where it will be stored. Public witnessing equipment can be requested in the same way publications are requested. We are pleased to provide a document entitled Public Witnessing Supplies (S-80) that contains sample pictures and descriptions of stand-ard carts, stands, tables, and kiosks. The equipment will remain the property of the congregation. Care should be taken to request only equipment that will be put to good use by publishers who have been trained in its use. The congregation may be informed that the cost of these carts will be covered by their contributions to the worldwide work.In the UK the posters for use on the trolleys cost about £20 every one or two months.
