In the USA the Individual States determine who is qualified to Vote.
And the State law changes every election term, depending on whether the governor and State legislature becomes Republican majority or Democratic majority.
Guess what majority runs New York and California.

Incarcerated people from Maine, Vermont, and Washington, DC, can vote from prison
In 23 states, those with felony convictions automatically regain the right to vote when they are released from prison.
In 14 states, people formerly incarcerated for felonies automatically regain the right to vote after completing their entire sentence, including probation or parole
Eleven states do not automatically restore voting rights to everyone with felony convictions.
Six states — Delaware, Florida, Iowa, Kentucky, Mississippi, and Wyoming — automatically restore voting rights for certain crimes, such as nonviolent felonies.
The specific crimes disqualifying former prisoners from automatic voting right restoration varies from state to state, but most commonly includes homicide, sexual crimes, and certain theft crimes.
As far as background checks for gun buying individuals, the USA has mandatory background check by the FBI. Contrary to popular belief, No one can buy a gun without a FBI background check. But most citizens are ignorant of this fact. And Democrats know this, so they use the rhetoric that the government needs to stop the hundreds or thousands of mass murders in the USA, and can only be accomplish by a Universal Registration.
FBI stats, show that more deaths are accomplish by knives than AR15.
What Democrats want is a Universal registration for all gun buyers. Which is different than a back ground check. A Universal registration is what allowed Hitler and other tyrants to disarm the citizens and allow them to commit genocide.
Gun buyers are required to submit to a background check through the National Instant Criminal Background Check System (NICS).
A prospective buyer fills out ATF Form 4473 and the federally licensed firearms dealers relays this information to the NICS. NICS staff perform a background check to verify the prospective buyer does not have a criminal record and is not otherwise ineligible to purchase a firearm.
The NICS has conducted more than 300 million checks since launching in 1998, leading to over 3 million denials.
The following groups are currently prohibited from owning guns:
Convicted felons
People under federal domestic restraining orders
People convicted of misdemeanor domestic violence crimes against victims they have been married to, lived with, or had a child with
People committed to a mental-health facility, or a court ruled were mentally unfit
Fugitives
People convicted of drug crimes or determined to by a court to be addicted to an illegal controlled substance
Thirty states, five US territories, and the Washington, DC rely on the FBI for background checks via the NICS. Seven states handle some background checks with the FBI in charge of specific types of transactions. The remaining 13 states, known as “point of contact” states, rely on state law enforcement agencies for background checks.
There is no such thing as buying a gun in the USA without a background check.That being the case, how is it criminals get guns?
