Because the growth mainly is in the third world countires, and because the WT itself stated that 1/3 of the world's population has access to Internet - meaning that 2/3 don't - AND because groth therefore mainly is taking place in the countries and groups that do NOT have access, THEN the assumption quoted is a No-No.

The COs will continue reporting to the ones they have always reported to - the branch.
The DOs have never been someone to whom they have reported.
yesterday i was having a beer with a friend of mine who happens to be an accountant, and we began discussing this ridiculous arrangement that the watchtower has put in place.
after giving him the backstory of how the watchtower has been lending money to the local congregations and charging interest, he simply could not believe they had been doing that.. he then offered an explanation which really made sense to me.
he said that in reality what the watchtower society has been doing is actually not legal in light of their tax-exempt status.

.. the new wbt$ donation arrangement/ jw kingdom hall bank account theft... is a very hot topic right now... the wbt$ is literally going to clean out kingdom hall bank accounts,filled with donations from jws... that theft is going to happen world wide..the wbt$ is going to steal from 7 million plus jw`s... .. we have jw elders here on jwn,that know whats going on... they "serve" in kingdom halls,they are "supposed" to be looking after the welfare of the average jw... they know there is a 4 page letter,only one page will be read to the congregation..the rest will be kept secret... they know the wbt$ is about to steal jw donations..on a world wide scale!!!...

With that I agree. Every second week a letter is read containing new changes. Yesterday it was two meetings during COs week and not three, couple of weeks before that it was COs installing elders and servants, in-between the donation system, then it was one-day conventions etc. etc.
I remember when soft bound books came. They said large books and bound WTs/Awakes would still be hard bound. Next year they were soft. Awake changed, but we were told WT would not. Next year it did. Hard to catch up with it all. Why the hurry?
well in light of the 17 billion calls i got this week my wife and i decided to attend the meeting.
it was nuts!
we got love bombed right when we got there.
