I would have to say no. The USA still has the all mighty dollar, it's still the gold standard currency of the world. With that in place and the military which light years ahead of China there's not much hope for anyone to take the US place at the top.
In order for a new country to arise It would mean a country or set of countries would have to dislodge the US dollar from its perch and the currency used to buy oil and the whole banking industries use of the dollar including the World Bank and the IMF. These banks are the credit cards for most of the other countries in the world and thier slaves to them.
These countries would have to do all this with out the US having a clue and getting thier military involved. Sudam Hussein tried it but didn't realize what he was stepping into and we see what happened to him. Countries are eroding the US influence by making trade deals with one another and not including the US and its currency in the deal but it will take time. As these countries make these deals the US pushes back.
In the end it will be the US that will kill it self off much the way Rome did.
