  To make such a decree in the church would be ILLEGAL as it would FORCE someone to DISCLOSE either verbally or by abstinence of communion who their political alliances are.

  No it would not, as the "decree" makes no demands for disclosure. It is the responsibility of the faithful that if they believe they are not in a state of grace, that they should withhold from participating in the sacrament.
