I assume that they are either experiencing or anticipating some less than flattering statistics and are making sure that they don't have to highlight them.

The organization has seen how we have caught on to their playing with statistics. Now they will be able to manipulate their statistics even more. They know their decreases will affect the morale so now they will pick & choose their numbers. Their people won't even have a clue to the organization reality even more so.
