Yes it is the cheapest. 16.95 for the cheapest car, but they never have them at the airport, so they bump you up for free. An old, cheap guy trick that has always worked for me. They do not tell you who you rent with until you pony up the money though.

I was watching prices until JRK and I booked. Southwest Airlines went up 10 bucks per one-way segment about a week ago due to fuel costs, so our flights went up $20 per person per roundtrip because we waited to book. But rental cars went down almost the same amount.
Don't forget that SW flies to Reno, but doesn't participate in other online searches for cheap flights. You have to go to their own site. We booked SW because it was the cheapest, but it isn't always the cheapest. They are the only ones that allow 2 checked bags for free and I needed to bring my tent and sleeping bag so I needed the free checked bags deal. Last year, I found a flight cheaper than SW, but had to do carry-on only to hold the price down.
I figure airlines will sell out on the cheaper internet deals for Tahoe, but there's still a month or so on that. But I am confident the prices will not fall again. Waiting a little while, even if the cheapest flights aren't all gone, the choicest flights will be gone. You will wind up with 6 AM or 11 PM flights if you wait. I do them to save money, but it's a real drag to have to wake up at 3 AM to catch a flight or waste the first day in airports.
As far as the hotels and rental cars, if you already booked the traditional way, you can revisit prices and cancel your old reservation if prices went down. If you booked priceline or hotwire or expedia or the like, you are probably stuck with your price.
