As far as answering the question of what WE are to DO with the non self-sustaining members of society. First of all, we don't need the FALLACY of EITHER/OR (False Dichotomy). There are actually (I know it is hard for you to grasp) MORE THAN TWO alternatives. Is that shocking? Consider this. Society is everybody. When you mandate behavior in society you FORCE EVERYBODY by law. What genuine Conservatives point out is that PRIVATE INDIVIDUALS operate more efficiently in providing for the under-priviledged than GOVERNMENT PROGRAMS. Secondly, freedom in choice of how charity is to be handled removes the possibility that forced participation violates conscience. You see (I'm sure you DO) the REAL ISSUE we are discussing is that GOVERNMENT is lousy at accomplishing things by spending money. Private industry, Individuals in the Private Sector are more efficient. There is waste, fraud, abuse and incompetence in Government Programs which leads to over burdening SOCIETY unnecessarily. Charity exists and always existed BEFORE the central Government bullied their way in. Now will YOU acknowledge this is the REAL answer or go back to your False Dichotomy? A private foundation usually derives its principal fund from an individual, family, corporation, or some other single source and is more often than not a grantmaker and does not solicit funds from the public.
