Reading between the lines.....
It seems that either (1) folks in the service desk and/or writing committee enjoy some "non-degrading" porn every now & again, and don't want it to be a DF offense, or (2) folks in the service department realize that if they made viewing of any porn a DF offense, there'd suddenly be a massive shortage of elders & MS (or a combination thereof).
Meanwhile, they are also concerned about JWs watching kiddie porn (which is of course illegal). If a prominent JW gets busted for buying kiddie porn, they'd like to be able to DF him ASAP so as to "not bring reproach upon the Watchtower's Jehovah's name".
