The WTS has been saying this for a long time.

That being said, they sure seem to be saying it a lot more, these days.

These instructions will be regarded as applicable at anytime for JWs. They reinforce the authority of the GBs who can declare at anytime that now is the time to rely on Jehovah for guidance even if it doesn't make sense in a human standpoint.

Old school JW's including older members of the GB (Jaracz included) felt that when 'the time comes', the direction will be that similar to the destruction of Jerusalem, "Get out of the City"

This would come across as irrational as that is where many have homes, work grocery stores, family members. . . .

I have a feeling that is likely what the authors in Writing had in mind but didn't want to come out with that advice..yet.

That might have been what the Writing Dept had in mind, but it's being used in Congregations to mean that R&F should have unquestioning obedience to anything the WT Representative says, ie the Circuit Overseer. Suggestions become mandates. You will be seeing and hearing of Local Needs talks being given about "obeying" off-the-cuff remarks that COs/DOs make at the CirAssm or in FS when at the Cong.

I recall a CO that didn't carry a briefcase in FS. He only carried the Bible or a small portfolio, and had the mags in his suitcoat pocket. (Being incognito, I suppose.) Soon all the elders were copying this. Such idiosyncrasies and personal opinions will become mandates to which everyone must conform "whether these appear sound from a human standpoint or not". Failure to comply will be seen as "brazen" disrespect for the "holy ones".
