The tribulation was the greatest for the Jews because their God permanently abandoned the nation as evidenced by the renting of the curtain to the holiest of holies and finally by the the coming of the Son in great power at the destruction, not only of the city, but the entire temple. The tribes were left to mourn without Yahweh, priesthood or temple.

greatest for the Jews compare great tribulation such as has not occurred since the world’s beginning until now
In Jerusalems history yes but verse says worlds's beginning. As I pointed out before, Noahs flood was greater tribulation. Think about the statement.
It is not relevant to compare the tribulation of Jerusalem to the scope of the tribulation from the world's beginning. Simply read what Jesus said.
A tribulation that has never occured. But Noahs flood did occur and was GREATER than the Jerusalem tribulation an therefore since Jerusalems was not greater than Noahs flood but the verse says that it would be greater than Noahs flood, Jerusalems destruction is not the great tribulation referre dto because it was NOT the greatest tribulation ever. And the prophcey says that it would be the greatest ever in human history, sort of speak. AND WOULD BE FINAL NEVER TO OCCUR AGAIN.

For lurkers: - See here for an analysis of the wording and context of Matthew 24:21 and whether it would absolutely have to have some fulfillment outside of its context.
