Aren't JW elder bodies instructed to send a certified or registered letter to a person they want to meet with judicially that has not responded to verbal requests or attempts? They do this even if they think or know the person will not attend.
Why do they do this? To provide a written, recorded history of their attempts to help the person, I thought. May be Bill just wants to show he tried everything he could, and have a public record of it, before it writes them off.
I am not a mindreader of Bill Bowen's mind or of anyone on the GB or in "authority" in the WTS. But I do know that the WTS wants to look good to non-witnesses (at least for now).
