Elsewhere, you should leave a note on their car that states your phone # and that you have good insurance which they will need for the collision!
This may differ in State to State but here in the US all the states that I know about, even an auto accident on private property, such as a parking lot at a store is out of the jurisdiction of the police.
The most they can do
is to write out a detailed description of location and damage that you can take to your insurance company.
If the accident also has a felony factor involved "running over your husband" they can and will get involved. Or negligent injury of a child, which is covered in law what ever the location may be, will be pursued.
To park "illegally" a misdemeanor, on public property will have laws on the books to use

I don't buy the False Imprisonment thing... the person is free to walk home if they wish, or come talk to me and I'll release their vehicle. It is no different than if a parking garage refuses to open the little gate so you can live if you refuse to pay to parking fee. Based on your theory, one could have a person arrested and sent to prison for double parking next to you preventing you from being able to leave.
The whole idea behind my action is to not touch the person or their car, that way I'm not breaking any laws in that regard.
Now, about my being in an area that does not allow parking... well... I will have to plead the fifth on that one.

Whether they could overpower you, whether they could go an alternative route, or easily escape, are all non-factors. Actual fear or apprehension is not required. All that is required is that they know they are confined and you intended to so confine them. The only issue is whether you are doing so "legally" or not. That depends on the parking situation.

How can they "know that they are ( confined )" if they have an alternative route.
Someone who stands in the way or "blocks their path" isn't that what the driver did to Elsewhere?
If we are in a long line at a resturant and I am blocking the way of all those behind me, " blocked for only a moment" I am guilty??
Although I must say, I would not be surprised to find this on the ever politically correct california law books.

I got a nasty little parking ticket last week. I did not block someones car in, but it was at a hospitol, no parking zone!!!

We have a terrible parking situation in my condo-complex.
People parking in reserved spots and blocking access to garages all the time.
We had to get special signs installed then hired a security company to patrol the complex multiple times each day. At first they were 'booting' cars to immobilize the offenders. Now they are being towed.
One or two people get towed and word spreads that you mean business.
Sure it might be expensive for the person to get their vehicle out of the impound lot, but I wonder how much you are paying for that nice garage that you are not guaranteed access to.??
Oh yeah!! How did it feel when you hobbled on your bad foot to keep them from feeling the pain to their wallet? I was pretty peeved a few years ago when I was in chemo treatment and had to drag my bald little head half way down the block to park because someone was blocking my garage. Couple of my neighbors made sure that that particular person didn't do that no-no again.
People often don't make change until their behavior starts costing them money or extreme embarrassment.
Once this starts happening to your 'visitors' you most likely start to see the clear path to your garage.

I lived in an apartment complex for about 10 years and the same exact same thing happened to me. I paid for reserved parking (I should clarify that, I won free parking for several years in a contest because I was the only one who entered it - lol) and people would park in my spot. I complained several times but to no avail. This person got towed once too often and made threats to me and the security guard about it. Finally they moved out and a sweet single mom started parking in my space from time to time. Her young daughter had terminal cancer so I didn't say anything to her. It was so sad....that sweet little girl would come talk to me bald from the chemo and she had her arm amputated due to the spreading cancer.
