If they did they might have to be very careful about how they ordered it done.
I would expect that C.O.'s would tell elders to do it by word of mouth, rather than an official letter that would leave
a trail of evidence. Simply expelling inactive Witnesses as a matter of policy could have legal and political ramifications
that could come back to damage the Watchtower. It could have the effect of making field service and meeting attendance
mandatory - and not a matter of being voluntary.

It will probably all boil down to how much of a hard line the local elders want to take. For instance, I know of an example of an adult Raised In The Truth But Not Baptizedā¢ person who was still living in his JW parents home. It just so happened that the group for Field Serviceā¢ took coffee break at the house and swarmed into the kitchen for their refreshments, at the same time as this adult child of JWs happened to be fixing himself a snack. The adult child of JWs said hello to the group. The group shunned him, in his own home, looking at him knowing that he had addressed them, then turning their faces away without responding.
This behaviour did nothing to encourage this person to resume meeting attendance. Maybe when the JWs get it through their heads that they are shooting themselves in the foot by being so spiteful and rude to people, making them want nothing more to do with the WTS, things will change. It might be a long time coming though.

The WT has already stated that "the preaching work is not optional." in a study article. So i think you may be right, and soon people will be coerced into saying (as opposed to in print) it is mandatory.
This mind control technique of saying that "A does not possess this quality, so it must possess the opposite quality" is one they have made use of constantly.
"We're not actually saying Armageddon is coming in 1975" etc
As for faders, they already say "We do not approve of half-hearted ones" which is the beginning of a shunning policy for those who skip meetings or don't do enough door knocking. I'm already shunned, to the extent that certain ones in the cong will actually hide the fact they have spent time in my company. Oh! the stories...
And "we do not want to spend time in the company of unbelievers," means avoid those with worldly associates. (1cor 10;27 is a verse they wish had never been penned). Oh! The stories...
