It might but I doubt it would have any substantive effect. I would be afraid if I was the US. Because this little country could inflict some severe damage on the US. You need to read up on their capabilities.
That sounds a little strange. The most powerful country in the world should be afraid of a little communist wannabe power.
I know they have a million man military and they are trying desperately to get an atomic arsenal. I think they have some short range missiles. They may have some biological or chemical wmd's.
But, we can match and raise them on anything they care to use, many times over.
We should fear them? Not!

Who in their right mind would compare (favorably) a communist dictatorship to the U.S., or any other free world country? North Korea is a bankrupt communist country, like other failed communist countries. It wants the wealth of South Korea and has pressed for seizing the South for many years, it would be a catastrophic mistake to do anything other than stand up firmly against their aggression.

I was a little young to remember well, but I believe FDR's administration was in diplomatic talks while Japan was moving aircraft carriers into position to attack Hawaii.
I remember Carter's diplomacy while Iran kept Americans hostage for 444 days.
I remember Clinton's diplomacy while Korea gained the nuclear capability they now have.
I remember Truman's diplomacy when he ordered the bomb to be dropped on Japan and gave Japan a definite number of hours to surrender, they didn't. He then ordered another bomb dropped and they decided it was advantageous for Japan to surrender, unconditionally.
I remember Reagan's diplomacy when he determined that a superior military was needed to break the back of the Soviet Union, it did.
I choose the later two examples of diplomacy.
