They paid for Beth Shan. I believe Bill's name was on the deed. I'm not certain about Beth Sarim, although they likely were involved in that as well. Again, much of this information has been supplied by Farkel. Search on "Bonnie and Berta Farkel"

Rutherford was dead, Knorr was now in charge and the Heaths were not part of his inner circle. Knorr didn't need 16 cylinder cars or West Coast mansions; things that the Heaths supplied for Rutherford. Look up some of Farkel's posts on Bonnie and Berta, the Heaths and their relationship to Rutherford. It's fascinating reading. As far as I know the only vestige of the Heaths at headquarters is Bill's nephew, Danny Black who is on the writing staff.

Not the Holy Spirit and not the couple on the left. It's the couple on the right, Bonnie and Bill Heath. To be more precise, it was their money that empowered JF Rutherford and much of what he was able to do. Much has been written about them here, most notably by Farkel. I just thought you might like to see what they looked like. The couple on the left is my parents, Al and Virginia Kavelin. They and the Healths enjoyed having drinks as often as possible. This picture was taken in the 1960s, after they had fallen out of grace with the Knorr administration.

Short of a confession by one of the parties, there would be no way of knowing of the alleged offense. That's why when it is suspected that sexual immorality is being committed, two elders stake out the suspected location and testify as to strong circumstantial evidence. Thus the 2-witness rule is observed.

Failure to report confession of child abusers offence created in Queensland, Australia

If I understand OP correctly, confessions are to be reported to the authorities, not accusations. It's good to see that the Australian Labor Party is mandating common sense limitations on the clergy-penitent privilege. This same issue is being litigated in the United States.
However, how many cases of this nature come to light as the result of an abuser's confession? In the cases involving JWs, it is the action of an accuser, not a confessor that brings the situation to light, as far as I know.
Once it is clearly understood by all that child abuse is a crime, then religion can step aside and let law enforcement and the courts investigate accusations and prosecute. If a religion wants to take measures to rehabilitate the sinner (including false accusers) that's fine; but not before the proper authorities are called upon.

It wouldn't surprise me if a motion to dismiss as to the Governing Body only is filed in this case. When the the myriad corporations were created by Watchtower, the Governing Body was removed from the boards of all the Watchtower corporations. Since then, the boards of directors have been comprised by non-Governing Body elders only. An object of these measures was to insulate the Governing Body from litigation. We will now be able to see the effectiveness of these measures.
