Depends on the size of the cong and the free time that the elders have. If the cong is large, then it is more difficult for the elders to visit everyone. If the elders are few, then it is less likely to be visited. Especially if the elders are not zealous for the shepherding work, then it becomes most unlikely a visit will take place. Given the time of over 4 years without a visit, it is unlikely that the elders will give you a visit.

If the bankruptcy is well know in the cong, then that can affect his position. If the elder is disliked by the other elders, that can affect his position. Otherwise the elder is safe in his position.

According to paragraph 11, an elder allows his brothers and sisters to express themselves while he listens attentiviely.
I have experienced way too often where elders turn off the listening when a brother and sister talks during a "correctional" elder meeting. They have a specific agenda that they do not want to stray from or be proven wrong in their assumptions. Often times the brother or sisters has a very logical explanation for a matter and is overruled by the elders as if the brother or sister never spoke a word.

april 1st was my 6 months of not reporting service time and i am officially inactive now.

This just depends. When I was an elder, a year of displaying a "repentant" attitude was the goal. A letter to the elders is necessary. Stating that you are sorry for the wrong and that the wrong is no longer happening is essential. Also saying that you continually pray about the matter and about how it affected your heavenly Father is good. Always be agreeable with the elders, no matter what they say.

Elder and MS Extortion!

the society is asking for our help to raise $10,200.
they are seeking to raise this money in april from elders and ministerial servants in our circuit only.

I have never heard of any such thing. Years back, congregations in the circuit were asked to raise money for the upgrading of the circuit assembly. But asking only elders and ms to provide funds is very, very strange.
