This seems self-explanatory. The unrepentant wrongdoer was to be expelled from the congregation. In context, the unrepentant wrongdoer was a man who lived immorally.
The Elders' book expands on this judgment by including a whole range of 'crimes'.

as with japan mentioned a little down the board, germany, too, was viewed as the theocratic powerhouse in europe.. in 1996 there was a peak publisher figure of 170,040 and an average publisher figure of 166,468.. now, 5 years later the german kingdom ministry is reporting publishers totalling 161,841 (kingdom ministry april 2001).

Well, you really took on a heavy load this weekend! With the statistics, you're getting into a very interesting area. In past times, both here and on H20, there has been much information published to keep us up-to-date.
I would recommend caution. Not all figures quoted can be substantiated.
For example:
Randy Watters has a very detailed breakdown of 1988-2000 WT growth statistics at his excellent site:Once you get there, scroll down till you see the statistics link and click on it.

Some of the figures there are WRONG. I have written to Randy about this. Figures quoted need come from the Annual Report as published in the January 1st Watchtower each year.
I think that sometimes we "hasten along" the figures to show a downturn. Yes, there is a downturn, so there's no need to embellish the statistics.

Are you talking about my Dad?
Congregation prayer may be an interesting topic in itself. Do you think that the average Witness really appreciates prayer? Seems that the prayer thing in the Witnesses is distorted i.e. in the congregations, the prayers are 'programmed'. They have a set format within an allotted time. Occasionally a brother will be asked to give prayer and 10 mins later we can say Amen!
I have found that those terrible Church people have a greater reliance on prayer. It takes on a first century pattern.
