Trust Dark Knight on the French question, he is a programmer so should know. The wording "GNI of the UK is above France" indicates to use the difference divided by the lower amount.
Trust JH on the second question. 13078 kwh is over 2 times 5480, so the answer must be over 200%.
JH I think its that you are thinking 2.5 times something is the same as 250% more than something but these arent matching equasions. I am trying to measure the difference as a percentage.
We're calculating the difference in between I think so it the question of how much of a percentage greater is the quantity you ate above what I ate. So we would take your 5 burgers and subtract my 2.5 burgers to see how much the difference in between was. hence 2.5 then we divide that by the lower figure of my consumption - again 2.5 = 1 x 100 = 100%. You ate 100 % more burgers than I did so in this instance 100% more is exactly double what I ate.
Am I making any sense anybody - I might be wrong!
JH is correct in his subsequent examples but incorrect in his original post, The correct answer is 10.73
30370 x 1.1073 = 33628 - the difference is due to rounding
Of course the other answer is correct in as much as France's figure is -9% of the UK one so it just depends on how you want to frame the answer.

13078 - 5480 = 7598 divide 5480 = 0.721 x 100 = 72.12%.

It should be Russia's consumption divided by the difference between it and America's consumption which is 7598 divide into 5480 = 1.3864 x 100 = 138.64% higher. When calculating the difference we don't include the base figure .... i Think - oh god this is hard. I'm going to just say nearly twice as high ....

Crumpet, you are confused because a subtle difference in the wording of the questions requires different formulas.
The first one asks about "the % difference", so compares the difference to the total. The second question asks "how much more" so is comparing one total to the other.

Comprende - so in fact JH is right but so am I. What I want to say in all of these answers is how much more so I should take JH answers. However when I am simply comparing the figures I would say the difference is such and such a percent. But I thought the difference and greater than were the same ---- no wonder I am so freaking confused. Thanks for everyone helping!

Yeah I think it's the first time I've seen a driver leading the championship without actually having won a race. You keep betting on hamilton getting podiums and I'll keep betting on Webber finishing nowhere near the podium.
Oh and the second sum is the same as the first one, difference of the two divided by the lower which works out as you said in your last post, US 138.64% more than Russia's.

As I said JH is correct in the subsequent question,
5480 x 2.3864 = 13077 so 238% is correct
Percentages do vary depending on which figure you start with.
