"Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress"
That process was completed on November 26, 2000 when the Secretary of State certified the results of the election. Scotus did not issue it's opinion until Dec 12.
Beks, you're proving my point, some people want to be able to count as many votes as they need to get there candidate elected.
If you want direct election of the President, you should amend the Constitution.
