The ultimate answer on the "horns of the dilemma" is to adapt SFJ's thought. Get the brochures made up and apply them.
What really happens here? The public ultimately sees that there is a conflict here. The PR benefits the WTS would reap from an uncontested message becomes a PR liability. That is what any good dose of propaganda deserves, anyway.
Given "equal opportunity", how do you think the WTS message will fare? Not well, I suspect.
