As a matter a fact, I tested three on a VW I owned. The tornado air cleaner adapter, the capacitor on the ignition wires, and various fuel additives. The capacitor toasted my bosche coil. The others made no changes to mileage or power.
What did make a difference in power and mileage are devices known to work as they are in place today. I converted the points ignition to an electronic ignition. I removed the v belt system and replaced it with a serpanteen belt system with aluminum pulleys.
We have at least something here that can be discussed within the context of the op's topic.
